Mark is a Federal Mediation and Conciliation Services (FMCS) certified Arbitrator, experienced in the study, understanding and application of the parties agreements, contracts and workplace experiences. Experienced in contract negotiations and labor relations experience during a 30 year career. Serving 15 years as member of the Arizona State Personnel Board.
